Prolific
and Other Priority Offenders (PPO) Strategy
PPO is a nationally-led strategy, intended to reduce
the harm caused by serious and persistent offenders.
The North Yorkshire PPO Strategy focuses on the
relatively small number of people who cause large
amounts of crime and distress in our communities.
PPO is delivered through local multi-agency Panels,
each responsible for identifying persistent, serious
offenders and tackling their behaviour
constructively through planning and partnership.
Young offenders are managed under the “Prevent &
Deter” scheme, which aims to identify persistent,
serious young offenders and to tackle their
behaviour constructively through multi-agency
intervention. Adult offenders are managed under
separate “Catch and Convict” or “Rehabilitate and
Resettle” schemes.
North Yorkshire Youth Justice Service works with all
levels of PPO, but is primarily involved in the
Prevent and Deter Panels, which we lead and
co-ordinate. There are four Deter Panels dealing
with young offenders in North Yorkshire:
