Performance
The performance of North Yorkshire
Youth Justice Service is regularly measured and
assessed by national government, by our local
strategic partners, and by our own management team.
The aim is to ensure that our services are
effective, efficient and fair, and that we meet a
range of targets set nationally or locally.
We have recently completed an annual Youth Justice Board Capacity and Capability Assessment (CCA) report (sometimes called a Youth Justice Plan). The CCA focuses on :

Comprehensive Area Assessment
This national programme reviews the performance of
all public services in an area, making sure that
they are working together to serve their local
communities. The Youth Justice Service provides
statistics and reports to support this assessment.
National Indicators
The National Indicator Set consists of 198
performance targets which local authorities
previously reported on. The public services in each
area now negotiate a joint “Local Area Agreement”
with the government, identifying which of these
targets are most important for their local
communities. The Youth Justice Service is
responsible for helping to achieve 6 of these
targets for North Yorkshire :

NI 19: Rate of re-offending by young offenders

NI 43: % of young offenders receiving a custodial sentence

NI 44: Ethnic composition of young offenders

NI 45: Young offenders engagement in education, employment or training
-
NI 46: Young offenders access to suitable accommodation

NI 111: First time entrants to the youth justice system.
Local Strategic Targets
The Youth Justice Service is responsible for meeting
a range of targets within the
Children & Young People’s Plan for North Yorkshire
(mainly based upon the above national targets). We
also have responsibility for meeting criminal
justice targets required by the
North Yorkshire Criminal Justice Board, for
example making sure that Breach action is taken
quickly if young people do not cooperate with Court
Orders.
Other Performance Measurement
The North Yorkshire Youth Justice Service also
maintains a range of local performance reporting
systems to help us improve the quality of our
services for young people, families and victims of
youth crime. A small Management Information Service
team is responsible for this.
